Please cross-reference your system with actual update client system
requirements documented here:

http://wiki.updatecenter.java.net/Wiki.jsp?page=UC2Documentation.ReleaseNotes.2.3

If memory serves me, you can get this type of error if some of the
packages listed in requirements table are not installed on the system.
