Actually, the web container has enforced the servlet spec requirement
for ServletContext.getResource() to throw a MalformedURLException
if the given path does not start with "/" since v2 (and probably earlier).

The change made in v3 was for ServletContext.getResourceAsStream() to
return null if the specified path does not start with "/", in order to
comply
with the servlet spec.

I agree this is a potential backward compatibility issue, and will bring
this up
with the ccc.
