You don't need them both. You can enable mod-jk by either (1) using
http-listener "jkEnabled" property or (2) using jvm option
-Dcom.sun.enterprise.web.connector.enableJK.

I'm not sure if I follow your question, however, users do not need to
download the tomcat-ajp.jar to enable mod-jk in v3 (it's already
included), if that's what you're asking.
