Please note that GlassFish Server Open Source Edition 3.1 allows developers
broad abilities to customize the generated JNLP. This feature has been
available for some time in the nightly and promoted builds of 3.1.

describes the feature from the application developer's perspective. (It's
in the middle of a longer document with lots of detail that are not important
to most developers.) Starting from the "User Experience" heading and up to
but not including the "Some design/implementation decision" heading is where
you will find the relevant parts.
This does not do anything to reduce the large footprint, but it certainly
simplifies the developer's job by taking advantage of the built-in support
for launching Java EE app clients using Java Web Start and Java Web Start's
caching of JARs on the client system.
