In case no one ever got back to you: this is described by bug https://glassfish.dev.java.net/issues/show_bug.cgi?id=13377. Here's the workaround:

1. Run asadmin create-service. Let it fail.
2. cd ...domains/domain1/bin
3. Edit the .xml file you find in there
4. Change the value for the id element to be a valid Windows service identifier (i.e. NO SLASHES)
5. Run the .exe file you see in that directory with an argument of "install"
