The JSP compilers in V2 and V3 are virtually identical, so the apparent slowness of JSP compilation in V3 is probably due to other factors, such as changes in classloading, or the additions of new jars etc. I'll need to do some measurements and investigations to get some insights into this issue.

But first, can you quantify "slowness" in V3 JSP compilations speed? Is is as bad as 100% slower than in v2? Also, when you say slow at the first request, and quick after, do you mean that only the first request after you start the server is slow, but other requests, even to different pages, are quick?

Thanks for reporting this, it is the first complains of this kind that we've got for v3.
