You are correct, I didn't have the appropriate user within the portal MySQL server.
I can't believe I missed that! I was looking so much at the hostname within 'portal'@'newserver.luzerne.edu' that I completely missed the error. I should have spotted that.
Sorry for posting such a simple question. I've been using MySQL in production for over 10 years and should have understood that error better.
