One more point :

MaxClients does not restrict number of users that can connect to apache
web server. So if you set it to 32, it does not restrict number of users
that can connect to Apache to 32. Number of users that can connect can
be much higher than this value. It only implies number of requests
Apache will try to process concurrently. If number of users are higher
than this value, their requests will be backlogged and processed as and
when threads are available.
