Ideally, you're right, the footprint would be much smaller. Unfortunately, the ACC must rely on pieces from other parts of the system - web services, EJB, etc. - and we have not had a chance to partition those areas into lean client-side JARs and (bulkier) server-side JARs. It's a goal for us, but one not yet achieved.
