You seem to have a network problem.
Can you ping your machine from the other ?
telnet it on 8080 ?
Must be a firewall problem.
Stop internet, stop firewall and try again.
It should work.
If so, then read your firewall documentation.
If not, verify that you are on the same network that the other machine (IPs looks alike)
