I suspect we have a bug. setCacheControl is a value originally used by
the WebContainer and not http engine (Grizzly), on which JRuby support
build on. So the setCacheControl functionality support is missing inside
the grizzly-jruby extension. Can you file an issue here:

Should be simple to fix.
