Well, we ended up upgrading to 2.1b60d and were able to run our JMS broker in EMBEDDED mode -- which was failing under v2ur2, the original reason why we pursued the LOCAL option.
If you are having issues with EMBEDDED, I suggest trying the latest 2.1 build.
