Yes, the file exists in the JAR. I suspect this is a ClassLoader bug that only occurs when the webapp is reloaded. It is difficult for me to give a reproducible test case because this involves a reload but in my experience this bug occurs when:
1) The webapp is deployed
2) The webapp throws an exception due to a bug in my webapp code
3) I modify the webapp code to fix the bug I found in #2
4) I redeploy the webapp
5) The FileNotFoundException is thrown
Please note that I am doing all of this under Netbeans 6.5
