You're right that derby.properties is read after the jvm is running so setting the jvmoption in derby.properties will not work.
What you proposed is a good suggestion and it sounds like there are people asking for this feature in the forum. Since you have it working, it would be a good idea to check this change in to the next release of GlassFish. Is it possible if you can propose this change in the weekly Admin iTeam meeting?
