Is this application referenced by other targets (other instances or clusters besides the default server)? If it is then "deploy --force" will not redeploy since the application is deployed to multiple targets. You will need to remove the reference and do a "deploy --force". I understand that this is inconvenient. You may want to open an enhancement issue.
