UPDATE:
After setting the host to the IP rather than localhost and the port to 8090 (rather than 8989, which was already in use by SJSWS admin) in the http-listener settings and load balancer settings, I got the instance up and working and glassfish admin was able to connect to SJSWS.
However, there is still an error starting the load balancer:

I've checked, and loadbalancer.xml exists where it wants it, and it has read access. So now I'm working on this....
