Looks like the conclusion is that one cannot open up webDAV to the docroot of the entire server, in a secure manner. That's too bad. I'd like to be able to manage the web pages for the root URL.
I gather that opening webDAV for a particular application provides access to its document root, which is nice for particular applications.
