The most usual cause of this issue is when you install GF as root and
then try to register a domain in NetBeans which you started while logged
in as your "regular" username.

The best choice at this point is to create a personal domain. This is
the fourth choice on the wizard where you are seeing this error message.

Are you using sudo or logged in as a different user when you are able to
start the domain?
