What are the errors you get when trying to copy jaxws 2.1 jars in AS9/lib/endorsed?
Have you tried copying jaxws 2.1 api jars in JDK/jre/lib/endorsed. Also AS 9.1 has JAXWS 2.1 integrated in the webservices-rt.jar and webservices-tools.jar and apis in $AS_HOME/lib/endorsed/webservices-api.jar. You can get it from glassfish.dev.java.net and try with that and see if you are still running into issues.
