I had the same problem the first time that I tried to install GF. I fill a enhancement to be able to receive a meaninfull message in the installer.

  This will happen if the JDK\bin is not in Path. I was able to install B26 successfully with JDK\bin in Path and I was able to reproduce this domain creation failure with JDK\bin not in Path.
  I guess we have to explicitly specify this in the Installation Instructions.
