Except for the batch file problem, I did not run into the permission problem
on Windows XP using the zip bundle of build 23.
The "batch file could not be found" problem has been filed as:

There is also a bug for the permission problems with updatetool:

The error message is similar;however, this is for Windows Vista platform
only. Thus, you might want to take a look at issue 5090 and update the bug
report with your error message and build number. Is your OS = Windows
Vista? Just curious.
