My opinion is that if a user bothered to specify the property, we should
use it. The only reason it would be specified and they wouldn't care is
if it used to be a Java SE application and it was converted to be used
in the container or they got the application from somewhere else
(example, etc.). Otherwise, (and I think this is the more common case,)
the user explicitly said they care about where it goes, so we should pay
attention to that.
