I don't think the people who filed and discussed 7110 & 7107 knew about
4515/4516.

I would like to see this corrected in V3. Note that mail resources are
not implemented for V3 yet. Whether the patch is backported to V2.x (or
even can be) is another matter.

I don't believe anyone (left at Sun at least) knows the exact reason. I
researched this thoroughly last year (the original code dates back to
2002) and spoke with the few people whose names came up in my searches,
either due to internet postings or commit logs. No one had a good reason.
It doesn't really matter anyway. It just needs to be fixed.
