In a nutshell: RE build distribution additionally contains admin GUI
application, updatetool/pkg boostrap scripts and IPS packaging baseline
metadata.
We are working to streamline the build process so that web/web.zip built
in default developer build also contains admin GUI and that will make
things easier but adding IPS metadata to developer build is non-trivial.
