Re: 1.0b as project version of persistence-api seems incorrect

I think it should stay at 1.0.2 as there are no changes added so far. Also, the
next spec version is 2.0, so we shouldn't need 1.0.3 unless we need to provide
an intermediate fixes to the 1.0 spec.
