Issue number: create-persistence-target update

Added manifest entries to the create-persistence-target build target as
suggested by the Sun team. Changed the task to use ant:jar instead of
ant:zipfile
Tested by doing a full clean, clobber, bootstrap-all, build,
configure-runtime and by running the QuickLook tests on the result.
