Since there is a loose coupling between an encoding algorithm and an xsd
type there is the potential that the two will not match when parsing an
FI document.

So when FI returns a Base64Data object that has been set with the bytes
and JAXB binding requires the characters we need to convert the bytes. I
have looked at the code and i think it does this already but just want
make sure that this is the case.
