How about some obvious ones:
- user agent is a legacy browser with limited-to-no Javascript
capability
- user agent is a robot, e.g. search engine indexer
- user agent is a mobile device with limited capabilities
- user agent is a screen reader (e.g. Jaws)
- user agent is a HTML-to-Braill renderer
- corporate IT has enforced a no-Javascript policy for security
It's not always the user's choice...
