Confirming that I was definitely logged in...
There is something on the project homepage, about requestion
permissions... I had click on bug reporting there once, but nothing
ever happened (approval).
I am not sure that has anything to do with it, as one seems to be able
to post new bugs (I have done it for the JavaDoc enhancement) when
logged in, but not to comment or cc.
