I feel your pain...

We've discussed this numerous times internally.

Most people like the tools they're using today to produce specs, and not
everyone is using the same tool.

Not all of the tools produce html, or produce it easily, or produce good quality
html.

Converting people and documents to a new tool chain is hard. Really hard.

We don't know of a good cross-platform wysiwyg tool that produces high quality
html and can handle documents that are hundreds of pages long, importing our
existing formats.

If we didn't all have something else to do, we might consider this, but so far
it hasn't gotten close to the top of the priority list.

I really wish we could find a solution to this, but so far we haven't.
