Maybe „the community” should simply fork GlassFish on GitHub, register hundreds of well-known contributors there as the new managing organization, and then ask Oracle to simply hand out the trademark name. ;-)
I bet, they won’t be cooperative even then! ☹

I'm actually thinking a little higher in the food chain. A news article [0] on the open office transition identified Luke Kowalski [1], VP of Oracle Corporate Architecture Group, as involved. I assume he was involved more than just as a mouth piece, but even if that was the extent, he would certainly could be a good resource to find the right people.
Like any business deal, though, it should be mutually beneficial and the idea presented in an appropriate manner. Perhaps the GF Community can, together, create a compelling recommendation to Oracle and present it in a unified voice.

Personally I don't think there is much point to waiting to hear back from Oracle on just about anything other than their commercial products. And even then you'd be pushing your luck unless you are one of their multi million dollar customers...

While I was roaming several JUGs about that idea, I was always a bit reluctant with such a public address – I wanted to get Oracle’s opinion first, but while a lot of Oracle people discussed the idea with me, no officials ever decided for or against it…

Officially speaking, yes GlassFish is the RI for Java EE. Practically speaking with how much of the EE 8 work now done by the community, it may soon become a good idea to work with Payara if actively engaged in spec development or evaluation.
The Payara team has always made it clear their goal is to merge as much work back into GlassFish as possible. We are yet to see the same strong commitment from Oracle to supporting the community in moving GlassFish and Java EE 8 forward. We hope to see such a commitment and tangible effort to back up that commitment some time in the future.

Oracle officially stopped supporting GlassFish commercially a while back. Consequently GlassFish is hardly a maintened code base any more. I doubt that will change any time in the future.
