Since you can't boostrap the UC toolkit, you can download it separately
here:
http://download.java.net/updatecenter2/promoted/2.3.5RR/pkg-toolkit-2.3-b56-linux-i386.zip

My guess is that the bootstrap code fails to read the UC authority (i.e
pkg repo url).
