This indicates that there is something wrong with the
<GF-INSTALL>/.org.opensolaris,pkg/cfg_cache file.
It should have a line in it under the [property] section that looks like
this:

preferred-authority = release.glassfish.oracle.com

If that line is missing or there is something more drastic wrong with
that file, then this exception will result.
