AFAIK, this used to work even if different users owned their own domain configs so maybe you run into a regression.
Could you please provide exact error you are getting in your original scenario? There should be no need for domain owner to write into GLASSFISH_HOME area in order to start the domain so it looks like we may need to fix something.

You probably need to let the GlassFish user own the directories, but
then change the group membership and permissions for each user.
