I was refering to a failed server instance, not a database instance.

By default a failed timer is retried once, and if failed again, removed from
the database. You can either increase the number of retries, or add a
property with the name "operation-on-connection-failure" and the value
"redeliver" to the <ejb> settings of your cluster (restart the cluster for
the changes to take effect).
