Well you are asking two questions:
Is GlassFish load-balancer plugin available for open source edition?
Answer to that is that GlassFish load-balancer plugin is not available for
open source edition. It is only available with Oracle GlassFish Server.
However you can use Apache + mod_jk [1] to act as a load-balancer with open
source edition.
Does GlassFish load-balancer plugin work on 64 bit windows server 2008?
Answer to this question is it does. You can IIS 7.0 64 bit. However you need
to enable 32-application support in IIS as GlassFish load-balancer plugin is
32-bit binary.
