1) buy a domain name.
2) configure a DNS (Domain Name System) server to point to the IP
of your system (usually done through your domain registrar).
That's skipping part 0, where you carefully check your system to be
sure it's not vulnerable to being hacked, of course, but there are lots
of security-related tutorials out there. :-)
