I was setting header-buffer-length-bytes to 2097152. I'm using GeoServer on
Glassfish. The request was a WMS request with an url-encoded xml file in a
GET parameter (SLD_BODY).

It worked! As you said, I just had to set buffer-size on TCP transport
element instead. I left header-buffer-length-bytes with its default value.

Are there any disadvantages of setting buffer-size instead of
header-buffer-length-bytes?
