You can connect to the Admin Console by using  http://localhost:4848 and

you should also set the system property
"com.sun.enterprise.tools.admingui.NO_NETWORK" to "true"  to avoid any
network connection,  such as displaying the lower frame in the home page,
 checking for updates available etc.
