I am experiencing the same problem.  I have a war deployed in Glassfish 3.1
(Windows 7) with the CXF 2.3.3 jar files at
{glassfish}\domains\domain1\applications\Test\WEB-INF\lib.  In the lib
directory there is cxf-rt-frontend-jaxws-2.3.3.jar which contains
\META-INF\services\javax.xml.ws.spi.Provider. 

Does anyone have any suggestions?
