If you delete 'console-updatecenter-plugin.jar', all update tool
related functionality/ UI will be gone. Regardless whether you have set
the NO_NETWORK option or not.

If you set the NO_NETWORK option, GUI won't try to connect and check
update for you without you initiating the action. You can leave the
console-updatecenter-plugin.jar in the modules directory, the update
tool tree node will be there, and you can still go to the tab to see
what has been installed and what is available for update etc.
It has been like this since 3.0 release.
