Once you set the NO_NEWORK option, the console will not even attempt to connect to any site, including the update repository.
'30 seconds to load the admin screen' , you mean the initial startup, right ?
Since the admin console is a system app, its loaded on demand, all the class loading, initialization, maybe web container etc, will happen only when user access the console. Thus, it may take a little more time.
Any subsequent GUI screen shouldn't see any slowness.
