Have you looked at this page: http://java.sun.com/javaee/downloads/index.jsp

There are several options in downloading the javadocs docs:
(1) download Java EE 6 Web Profile SDK
(2) download Java EE 6 GlassFish Profile SDK
(3) Install GF v3 and use UC to download javadoc. See: http://wiki.glassfish.java.net/Wiki.jsp?page=V3UpdateCenterGettingStarted#section-V3UpdateCenterGettingStarted-GettingStartedWithTheUpdateCenter
(4) Maven repository: http://download.java.net/maven/2/org/javaee/javadoc/0.9/
