There is a glassfish issue with the simiar error message:

The cause of the issue is that the web.xml in the application did not reference the 2.5+ schema, so the annotations in web archive were not processed (the issue was kept open to see if there is anything we can do to improve the error message).
Not sure if this is the same problem in your case. If it's not, you could attach your archive and I can take a look to see what I find.
