Yes, that is correct. Changes made to DAS will be visible to server instances managed through the node agent, though it might require restart in some cases (for example after adding new files to docroot).
Please use asadmin commands or admin console to restart. If you are using node agent to restart, remember to specify --syncinstances=true.
