Coincidentally, I see the same problem but with my own app.
JRuby 1.2 and 1.3.1 (configured via --property jruby.home=)
Rails 2.2.2
Rack 1.1.0
In my case rails is frozen into the project (in the /vendor dir) too, but that shouldn't matter.
