I'll see if I can create another project and use it for a test case. Unfortunately I cannot post the project that's currently giving me problems.
The short version of the story is I have a JPA project in eclipse that is packaged in an EAR project in the lib folder. If I move the persistence.xml out of the JPA project and put it in a jar containing only that file and stick it in the lib of the EAR it deploys fine.
