You are correct, this is my finding as well...The fix (on my laptop)
will be in next plugin 1.0.39 very shortly.

Still discussing whether or not jars under the lib/ folder of a EAR
exploded dir can also be exploded or not.
Currently, Gf v3 does not allow that... I think it should:-)
