Problem found and SOLVED -
I was using NetBeans 6.7.1 to create my project.
When I cut/pasted the faces-config.xml contents, I left the <faces-config> tag itself alone.
It was referring to 1.2 rather than 2.0.
As I worked through more of the tutorial, a couple of chapters later, I noticed the discrepancy.
I replaced that tag and now it works.
