What user did you create the domain as?
If the user account is joe, you have logged in to the machine as joe, you should run
asadmin create-domain --domaindir location-of-joes-home-folder joe-domain and you should
get joes-domain created with its config folder being owned by joe.
Alternatively, there is sensitive information in this folder which the domain owner should
carefully compromise. Otherwise, relaxing the permissions should not have any functional
problems.
